MANAJEMEN RISIKO TERHADAP PENGENDALIAN WAKTU PROYEK PEMBANGUNAN PELABUHAN DERMAGA : STUDY KASUS DERMAGA PELABUHAN HALMAHERA UTARA PROPINSI MALUKU UTARA

ABSTRAK
Project activities are limited by time, cost and quality are known as the three constraints (triple counstraint). Thus in need of risk management, risk management is an attempt to determine, analyze and control the risks that exist in every activity. Analysis of the data processed by the Analytic Hierarchy Process (AHP), results of data analysis showed there were 12 major risk factors that affect the performance time is: socio-political environment is unstable (39 336%), a large wave (37 953%), the accident occurred at workers (37 654%), refusal of the project from the public about the environmental pollution caused due to (34 841%), the response from the local community is less supportive of the project constructs (34 592%), difficulty of use of new technology (34 385%), error estimates of time field work or any of the settings (33 048%), uncertainty about government policy towards the project activities (32 992%), land acquisition process for the troubled project (32 951%), damage to the material (31 367%), lack of support from local government to the project (30 827%), occurrence perselisian with the local community (30 555%), of the 12 major risk factors such corrective action is required kopetensin increase workers, strengthening project management, use of proper work methods, and improved coordination masyaraka company and local organizations in order to achieve project time effective in accordance with the objectives of the project are planned.
